Do I need a mobile app or a responsive website?

A responsive website unless you need the phone itself — camera, GPS, offline use, push notifications or a scanner in someone's hand. Everything else is a website that someone asked to be an app.
The test
Write down the three things your users do most. If all three work in a browser with a signal, build the web app. If one of them happens in a warehouse with no signal, or needs a camera pointed at a barcode, you need an app for that one thing — and often only that one thing.
The option people forget
Both, in the right order. A responsive web application for everybody, and a small focused Android app for the field staff who need the device. That costs far less than one app trying to be the whole system, and it ships sooner.
What an app really costs after launch
Store review cycles, OS updates that break something once a year, and users who never update. A website ships a fix in ten minutes to everybody. Factor that in before choosing.
